Amnesty International, the human rights group, has called for a global arms embargo on Israel over its conduct during the war on Gaza. The group on Monday called for the UN Security Council to impose the embargo until mechanisms were in place to ensure that military equipment supplied by other countries, particularly the US, was not used to violate international law. "Israeli forces used white phosphorus and other weapons supplied by the USA to carry out serious violations of international humanitarian law, including war crimes," Donatella Rovera, who led the Amnesty's investigation in Gaza, said. "Their attacks resulted in the death of hundreds of children and other civilians, and massive destruction of homes and infrastructure. " Amnesty's report said that it had found evidence that both Israel and Hamas had used weapons supplied from overseas to carry out attacks on civilians during the three-week conflict at the start of the year. The Amnesty report said fragments and components of artillery, tank shells, mortar fins and airborne missiles and bombs were found in school playgrounds, hospitals and homes in Gaza. Hamas condemned Rovera also condemned armed Palestinian groups for firing hundreds of rockets at civilian areas in Israel.
"Though far less lethal than the weaponry used by Israel, such rocket firing also constitutes a war crime and caused several civilian deaths," she said. Amnesty's report accused both sides of committing war crimes and called on the UN to launch an immediate investigation into the allegations of war crimes by Israel and Hamas, the Palestinian group which governs Gaza. Malcolm Smart, Amnesty's Middle East director, said that "all states should suspend all transfers of military equipment, assistance and munitions to Israel, Hamas and other Palestinian armed groups, until there is no longer a substantial risk of human rights violations". The war in Gaza, in which more than 1,300 Palestinians and 13 Israelis were killed, ended on January 18 after both sides announced they would hold fire. The report comes as Hillary Clinton, the US secretary of state, is to travel to Israel and the West Bank next week for meetings with Israeli and Palestinian leaders following the conference in Cairo on reconstruction in Gaza, officials in the region said on Monday. Report rejected Israel has rejected the findings of the AI report and criticised its methodology. It said the report "presents a biased version of the events and does not adhere to professional criteria and objectivity" . "Armaments employed by the IDF [the Israel army] comply both with international law and with its usage by Western armies," a foreign ministry statement said on Monday. Al Jazeera's Jacky Rowland, reporting from Jerusalem, said Amnesty had been criticised by Israel for not taking into account the full extent of Palestinian rockets and mortars - around 10,000 - fired over the last eight years into southern Israel. "Israel is also very critical of Amnesty for not mentioning what Israel says was Hamas' use of civilians in Gaza as human shields," she said. Hamas has also rejected Amnesty's criticism of its actions. It said the report was unfair, and that there was no comparison between the Israeli war machine and Palestinians who "defend themselves with some rifles and other primitive means". Investigation urged Amnesty has called on Washington, which gives $3bn a year in military aid to Israel, to investigate Israel's use of US weapons during its Gaza campaign. Colby Goodman, a policy director for military security at Amnesty, said that the US had done so at least six times previously. "According to the Arms Export Control act, when there's a potential violation by another country of that act, using US weapons, the state department is required to investigate those allegations, " he said. Sporadic violence is continuing along the Israel-Gaza border, while Egypt works to broker a long-term truce between the two sides. A rocket struck Israel on Monday morning, but no injuries were reported. Earlier, the Israeli military said two armed men fired across the Gaza-Israel border fence at an Israeli patrol, which called for air support. Hamas: Fatah helped Israel in war
Rival Palestinian factions Hamas and Fatah have locked horns, with accusations of spying for Israel and trying to derail inter-factional talks. The spat comes ahead of "reconciliation talks" between the factions scheduled to take place in Egypt on Wednesday. Hamas on Monday accused Fatah of spying for Israel during Israel's three-week offensive against the Gaza Strip in December and January, and released videos of alleged confessions by men they claim were from Fatah. It said the Israelis were able to do massive damage and hit targets with such precision because of inside information from what Hamas said were "Fatah collaborators" . A Hamas security official alleged that Fatah agents had passed sensitive information, including using Google Earth to pinpoint targets in the Gaza Strip, to the Palestinian Authority, who then passed it on to the Israeli air force. "With the help of the Google Earth programme, those groups prepared maps to localise mosques, institutions, tunnels or workshops," said Abu Abdallah, a senior intelligence officer in the Hamas movement which rules the Gaza Strip. He said the information included plans of the home of Ismail Haniya, the Hamas leader deposed as prime minister, as well as the location of tunnels and weapons caches. A spokesman for the Hamas's interior ministry told a news conference that the video contained real confessions, not propaganda. "We have this information. It is not lies," said Ihab al-Ghossein. "We have these people and everybody saw these people today." Reconciliation talks Fatah dismissed Hamas's allegations as propaganda and accused its rival of trying to derail efforts at reconciliation through a media campaign.
"This is part of a plan being carried out by Hamas leadership in Damascus to push back the Cairo dialogue," he said, referring to talks involving several Palestinian factions being hosted by Egypt on Wednesday. A similar bid for reconciliation talks between Fatah and Hamas last November failed following reports that Hamas would not be present at the meeting in Egypt. Fatah, the main faction in the Palestinian Authority, has been locked in a power struggle with Hamas in the Palestinian territories, a rivalry that was deepened in June 2007 when Hamas forces routed forces loyal to Mahmoud Abbas, the Palestinian president and Fatah chief. இலங்கையில்போரை நிறுத்தவேண்டும் என்ற கோரிக்கையை முன்வைத்து டெல்லியில் ம.தி.மு.க. சார்பாக நடைபெற்ற உண்ணாவிரதத்தில் அத்வானி கலந்துகொண்டார். அத்வானி மேடையில் இருக்கும்போது வைகோ பேசியதாக அவர்களின் அதிகாரப்பூர்வ இதழான சங்கொலியில் வந்துள்ள செய்தியிலிருந்து ஒருதுளி;

முஸ்லிம்களின் தேசிய அரசியல் மாநாடு
தமிழகத்தைச் சேர்ந்த 'மனித நீதிப் பாசறை', கேரளத்தைச் சேர்ந்த 'தேசிய ஜனநாயக முன்னணி', கர்நாடகாவைச் சேர்ந்த 'கர்நாடக ஜனநாயக முன்னணி' ஆகிய மூன்று அமைப்புகளும் ஒன்றாக இணைந்து 'பாப்புலர் ஃப்ரண்ட் ஆஃப் இந்தியா' என்ற அமைப்பின் பெயரில் “அதிகாரம் மக்களுக்கே” என்ற கோஷத்துடன் தேசிய அரசியல் மாநாட்டைக் கேரள மாநிலம் கோழிக்கோட்டில் கடந்த 13.02.2009ஆம் தேதி துவங்கி மூன்று நாட்கள் நடத்தியது. இந்த மாநாட்டில் தமிழகம், கேரளா, ஆந்திரா, கர்நாடகா, மகாராஷ்டிரா, கோவா, டில்லி உள்ளிட்ட 16 மாநிலங்களிலிருந்து பி.எப்.ஐ. உறுப்பினர்கள் உட்பட இலட்சகணக்கான முஸ்லிம்கள் கலந்து கொண்டனர்.
முதல் நாளான 13ம் தேதி நடந்த தேசிய மாணவர்கள் கருத்தரங்கத்தில் தமிழகம், கர்நாடகா, கேரளாவைச் சேர்ந்த மாணவர்கள் அமைப்பின் பிரதிநிதிகள் பங்காற்றினர். அதே நேரத்தில் மற்றொரு இடத்தில் வெளிநாடு வாழ் இந்தியர் சகோதரத்துவக் கூட்டம் நடந்தது. இதில், பி.எப்.ஐ. தலைவர் அப்துல் ரஹ்மான், தமிழகம், கர்நாடகம் மற்றும் கேரளாவைச் சேர்ந்த அமைப்பின் தலைவர்கள், ஐக்கிய அரபு எமிரேட், கத்தர், பஹ்ரைன், ஓமன், குவைத் உள்ளிட்ட வெளிநாடுகளில் வாழும் இந்தியர்களின் பிரதிநிதிகளுடன் கலந்துரையாடினர்.
அன்று மாலையில் சயீத் திப்பு சுல்தான் நகரில் 'அரசியல் அதிகாரமளித்தலும் மாற்று வகைகளும்' என்ற தலைப்பிலான தேசியக் கருத்தரங்கம் நடந்தது. பாப்புலர் பிரண்ட் பொதுச் செயலர் ஷரீப் தலைமையில் நடந்த இந்தக் கருத்தரங்கில், தமிழகத்திலிருந்து தமிழ்நாடு முஸ்லிம் முன்னேற்றக் கழகத் தலைவர் ஜவாஹிருல்லாஹ் உள்ளிட்ட பலர் கலந்து கொண்டனர். அடுத்த நாள் காலையில் மனித உரிமைகள் ஆர்வலர் கூட்டம் நடந்தது. அதே நேரத்தில், ஓட்டல் ஸ்பேனில் அரசியல் ஆர்வலர்களின் கூட்டம் நடந்தது.
கூட்டத்திற்கு பி.எப்.ஐ.யின் முன்னாள் தலைவர் அபூபக்கர் தலைமை வகித்தார். தமிழகம், கேரளா உள்ளிட்ட பல பகுதிகளிலும் உள்ள அரசியல் சார்ந்த முஸ்லிம் அமைப்பினர் பங்கு பெற்றனர். அன்று மாலை 3 மணிக்கு சயீத் பகத் சிங் நகரில், பயங்கரவாதத்திற்கு எதிரான கருத்தரங்கம் நடந்தது. இக்கருத்தரங்கத்தை, மகசேசே விருது பெற்ற சந்தீப் பாண்டே துவக்கிவைத்தார். இதில், கான்பூரைச் சேர்ந்த சுவாமி லட்சுமி சங்கராச்சார்யா, சுப்ரீம் கோர்ட் நீதிபதி பிரசாந்த் பூஷன், சென்னையைச் சேர்ந்த பேராசிரியர் அருணன் உள்ளிட்டோர் கலந்து கொண்டனர்.
இறுதி நாளான 15ஆம் தேதி காலை 10 மணிக்கு ஓட்டல் ஸ்பேனில் தேசிய இட ஒதுக்கீடு குழுவின் கூட்டம் நடந்தது. இக்கூட்டத்தைக் கேரள பாப்புலர் பிரண்ட் தலைவர் நசிருதீன் துவக்கி வைத்தார். இக்கூட்டத்தில் பல்வேறு சிறுபான்மை அமைப்புகளின் பிரதிநிதிகள் கலந்து கொண்டு இடஒதுக்கீடு குறித்து விவாதித்தனர். அதே வேளையில் ஓட்டலின் மற்றொரு பகுதியில் தேசிய ஊடகவியலாளர்கள் கூட்டம் நடந்தது. கூட்டத்திற்கு 'தேஜஸ் டெய்லி'யின் ஆசிரியர் கோயா தலைமை வகித்தார். கூட்டத்தை சுப்ரீம் கோர்ட் வக்கீல் பிரசாந்த் பூஷன் துவக்கிவைத்தார். இதில் இந்தியாவின் பலப் பாகங்களிலிருந்தும் பல்வேறு செய்தி, ஊடகத் துறையினர் கலந்து கொண்டனர்.
இக்கூட்டத்தில் பத்திரிக்கையின் பல்வேறு மாற்று வழிகளைப் பற்றி அலசப்பட்டது. குறிப்பாக, "முஸ்லிம்களுக்கு எதிரான ஊடக வன்முறையைச் சில பத்திரிகை, தொலைகாட்சிகள் செய்கின்றன. அவை தடுத்து நிறுத்தப்பட வேண்டும். உண்மையைப் பதிவு செய்யவேண்டும்" என்று பேசப்பட்டது. "மதவாதத்திற்கு எதிரான செய்திகளைத் தவறாமல் பதிவு செய்யவேண்டும்; செய்தி வெளியிடுவதைக் கடந்து சமூகத்தையே மாற்றக்கூடிய பத்திரிக்கையாளர்கள் தங்கள் பலம் உணர்ந்து சமூக பங்களிப்பு ஆற்ற வேண்டும்" என்று கருத்துகள் தெரிவிக்கப்பட்டன.
இக்கூட்டத்தில் தமிழகத்தின் நக்கீரன், ஜு.வி, புதிய காற்று போன்ற பத்திரிகைகள் பங்கேற்று தங்கள் கருத்துகளையும் பதிவு செய்தனர். மொத்தத்தில் செய்தித் தளத்தில் ஒரு மாற்று வழியை இக்கருத்தரங்கம் அறிமுகப்படுத்தியது.
மற்றொரு இடத்தில், தேசிய உலமாக்கள் கருத்தரங்கம், "அதிகாரமளித்தலில் மதம்” என்ற தலைப்பில் நடந்தது.
தேசியப் பெண்கள் கருத்தரங்கம் கோழிக்கோடு கடற்கரை அருகில் நடந்தது. "அரசியல் அதிகாரத்தில் பெண்கள்' என்ற கருத்தை மையமாகக் கொண்டு நடந்த இக்கருத்தரங்கை ராஜஸ்தான் பி.யு.சி.எல். அமைப்பின் தலைவர் கவிதா ஸ்ரீ வத்சவா துவக்கி வைத்தார். இக்கருத்தரங்கில் தமிழகம் சார்பில் ஜம்மியத்துன்னிசா அமைப்பின் பொருளாளர் சித்தி அலியார், அமெரிக்காவைச் சேர்ந்த மரியம் இஸ்மாயில், புது தில்லி ஹசீனா ஹாசிய ஆகியோர் கலந்து கொண்டார்.
"உலகம் முழுக்க எங்கு வன்முறை, இனப் படுகொலை நடந்தாலும் பாதிக்கப்படுவது பெண்கள்தான். பெண்கள், குழந்தைகள் மீதான வன்கொடுமைகள் பெருகிவிட்டன. இந்தப் பாசிசத்தை எதிர்க்கப் பெண்கள் அணிதிரள வேண்டும். இந்த எதிர்ப்புப் போரில் பங்களிக்க வேண்டும்.
அதே போல் நாட்டில் பாலியல் குற்றங்கள் பெருக முக்கியக் காரணம் முதலாளித்துவ கலாச்சாரங்கள்தாம். அவை பாலியல் உணர்ச்சிகளைத் தூண்டும் பண்பாட்டை வளர்கின்றன. அவற்றை நாம் அடித்து விரட்ட வேண்டும். நாட்டில் உள்ள பெண்கள் ஓர் அணியில் ஒன்று திரளவேண்டும். நாம் விழிப்புணர்வோடு இருக்க வேண்டும்" என்பன போன்ற பல கருத்துகள் தெரிவிக்கப்பட்டன.
இந்தக் கருத்தரங்கம் இஸ்லாமியப் பெண்களிடம் புதிய கருத்துப் பாய்ச்சலை உருவாக்கி உள்ளது எனலாம்.
15ம் தேதி மாலை 3 மணிக்கு பி.எப்.ஐ. அமைப்பின் உறுப்பினர்கள் மற்றும் இளைஞர்கள் கலந்து கொண்ட பிரமாண்ட அணிவகுப்புப் பேரணி நடந்தது. இப்பேரணியில் லட்சக்கணக்கான இளைஞர்கள் கலந்து கொண்டனர். கோழிக்கோடு ராஜாஜி சாலையில் உள்ள ஸ்டேடியத்தில் இருந்து பி.எப்.ஐ. தலைவர் அப்துல் ரஹ்மான் தலைமையில் புறப்பட்ட இப்பேரணி மூன்று கி.மீ. தூரம் பயணித்து கோழிக்கோடு கடற்கரையில் உள்ள திடலை அடைந்தது. அங்கு, இரவு 7 மணிக்குப் பொதுக்கூட்டம் நடந்தது. கூட்டத்தைத் தென்னாப்ரிக்க அதிபரின் சிறப்பு ஆலோசகர் இப்ராகிம் ரசூல் துவக்கி வைத்தார்.
இதில், தமிழக பி.எப்.ஐ. தலைவர் முஹம்மது அலி ஜின்னா மற்றும் பல்வேறு மாநிலங்களைச் சேர்ந்த தலைவர்கள் கலந்து கொண்டனர். கூட்டத்தில், ஆண்கள், பெண்கள் என நான்கு லட்சத்திற்கும் மேற்பட்டவர்கள் கலந்து கொண்டனர். கோழிக்கோடு கடற்கரையே மனிதக் கடலில் மூழ்கிப் போயிருந்ததை காண முடிந்தது.
இக்கூட்டத்தில் பேசிய பி.எஃப்.ஐ தமிழகத் தலைவர் முஹம்மது அலி ஜின்னா, இலங்கை தமிழர்கள் பிரச்சனை குறித்துத் தனது கவலையை வெளிப்படுத்தினார்.
"இலங்கையில் அப்பாவித் தமிழர்கள் - குறிப்பாக பெண்களும் குழந்தைகளும் - பலியாகின்றனர். குறிப்பாக மருத்துவமனையில்கூட குண்டுகள் வீசப்படுகிறது.
சிங்கள அரசின் இந்த அராஜகப் போக்கை நாங்கள் வன்மையாக கண்டிக்கிறோம்.
சட்டப்பேரவையில் தீர்மானம் போட்டும் உலகெங்கும் தமிழர்கள் தங்கள் உணர்வுகளை வெளிப்படுத்தியும் மத்திய அரசு இவ்விஷயத்தில் போதிய கவனம் செலுத்தவில்லை.
அப்பாவி தமிழ் மக்கள் கொல்லப்படுவது தடுத்து நிறுத்தப்பட வேண்டும்.
இலங்கையில் சிறுபான்மை மக்களான தமிழர்கள் மற்றும் முஸ்லிம்களின் உரிமைகள் பாதுகாக்கப்பட வேண்டும். மத்திய அரசு தலையிட்டு உரிய நடவடிக்கை எடுக்க வேண்டும்" என்று தனது பேச்சில் அரசுக்கு வேண்டுகோள் விடுத்தார்.
சிறுபான்மையினர் என்போர் தமிழர்களுக்கு எதிரானவர்களாகவே காலங்காலமாய்ச் சித்தரிக்கப் பட்டுவரும் வேளையில், பாதிக்கப்படும் ஈழத் தமிழர்களுக்காக முஸ்லிம்கள் குரல் கொடுத்திருப்பது ஈழத்தில் அமைதி திரும்பும் போராட்டத்திற்கு மேலும் வலு சேர்த்துள்ளது.
