Nigeria's high court has ruled that its country's government illegally revoked exploration licences granted to a South Korean oil consortium. The Korea National Oil Corporation (KNOC) had filed an action demanding the restoration of two offshore licences, granted in 2005. Nigeria called off the deal in January, alleging that the consortium failed to make agreed payments. But the court said that President Umaru Yar'Adua did not have such power. The government has said it will appeal against the court's ruling. Former President Olusegun Obasanjo had awarded KNOC rights to the two oil blocks, which which some estimates suggest could hold as much as one billion barrels. The case has been watched closely by the oil industry, with foreign investors concerned about the security of contracts when administrations change. Infrastructure pledge The revocation of the licences - which were later awarded to an Indian firm - were a blow to Seoul's efforts to raise its reserves, as South Korea imports all its oil. The consortium is led by KNOC. Other members include Daewoo Shipbuilding and Korea Electric Power. It paid $9m in cash and offered a letter of credit to pay another $231m, in order to cover its 60% interest in oil blocks OPL321 and OPL323, which are based in deep water in the Gulf of Guinea. In return for the exploration rights, South Korea had planned to build a 1,200-km (745-mile) gas pipeline from the southern delta to the capital, Abuja, and provide 2,250 megawatts of power generation. | |

Lockerbie bomber returns to Libya
Lockerbie bomber boards plane home The Lockerbie bomber has left Scotland on board a plane bound for Libya after being freed from prison on compassionate grounds. Abdelbaset Ali al-Megrahi, 57, was jailed in 2001 for the atrocity which claimed 270 lives in 1988. The decision to release Megrahi, who has terminal prostate cancer, was made by the Scottish Government. The White House said it "deeply regretted" the decision and some of the US victims' families reacted angrily. Some 189 Americans were among those who died in the explosion.
A police convoy left Greenock Prison, where Megrahi was serving his sentence, more than an hour after the announcement of his release was made. He was taken to Glasgow Airport to board the Afriqiyah Airways Airbus plane bound for Tripoli, which took off shortly before 1530 BST. The government said it had consulted widely before Scottish Justice Secretary Kenny MacAskill made his decision on applications for Megrahi's compassionate release or his transfer to a Libyan jail. He told a media conference on Thursday that he had rejected the application for a prisoner transfer. However, after taking medical advice it was expected that three months was a "reasonable estimate" of the time Megrahi had left to live. He ruled out the option of the Libyan being allowed to live in Scotland on security grounds.And Mr MacAskill stressed that he accepted the conviction and sentence which had been handed to Megrahi. "Mr al-Megrahi did not show his victims any comfort or compassion. They were not allowed to return to the bosom of their families to see out their lives, let alone their dying days. No compassion was shown by him to them," he said. "But that alone is not a reason for us to deny compassion to him and his family in his final days." Mr MacAskill continued: "Our justice system demands that judgement be imposed, but compassion be available."For these reasons and these reasons alone, it is my decision that Mr Mr Abdelbaset Ali Mohmed Al-Megrahi, convicted in 2001 for the Lockerbie bombing, now terminally ill with prostate cancer, be released on compassionate grounds and be allowed to return to Libya to die." Mr MacAskill had been under intense pressure from the US government to keep Megrahi behind bars, with US Secretary of State Hillary Clinton saying his release would be "absolutely wrong". "Compassion and mercy are about upholding the beliefs the we seek to live by, remaining true to our values as a people - no matter the severity of the provocation or the atrocity perpetrated," he added. In a statement released after his departure from HMP Greenock, Megrahi continued to protest his innocence. He said: "The remaining days of my life are being lived under the shadow of the wrongness of my conviction. "I have been faced with an appalling choice: to risk dying in prison in the hope that my name is cleared posthumously or to return home still carrying the weight of the guilty verdict, which will never now be lifted. "The choice which I made is a matter of sorrow, disappointment and anger, which I fear I will never overcome." Reacting to the decision, White House press secretary Robert Gibbs said in a statement: "The United States deeply regrets the decision by the Scottish Executive to release Abdel Basset Mohamed al-Megrahi. "As we have expressed repeatedly to officials of the government of the United Kingdom and to Scottish authorities, we continue to believe that Megrahi should serve out his sentence in Scotland."
The families of American victims of the Lockerbie bombing reacted angrily to the news. Kara Weipz, of Mt Laurel, New Jersey, who lost her 20-year-old brother Richard Monetti, said: "I don't understand how the Scots can show compassion. It is an utter insult and utterly disgusting. "It is horrible. I don't show compassion for someone who showed no remorse." New York state resident Paul Halsch, whose 31-year-old wife was killed, said of Mr MacAskill's decision: "I'm totally against it. He murdered 270 people. "This might sound crude or blunt, but I want him returned from Scotland the same way my wife Lorraine was and that would be in a box." However, British relatives' spokesman Dr Jim Swire, who lost his daughter Flora in the atrocity, said he believed Megrahi had "nothing to do with" the bombing. "I don't believe for a moment that this man was involved in the way that he was found to have been involved," he said. "I feel despondent that the west and Scotland didn't have the guts to allow this man's second appeal to continue because I am convinced had they done so it would have overturned the verdict against him. "It's a blow to those of us who seek the truth but it is not an ending. I think it is a splitting of the ways." The BBC's Christian Fraser in Tripoli said that until now, Libyan officials had been careful not to comment in case they jeopardised the release, wary of last minute interventions by the US Secretary of State Hillary Clinton. Officially there are unlikely to be any triumphant statements, but given the personal involvement of Mr Gaddafi it will no doubt be seen as further evidence of his growing stature on the international stage, our correspondent said. It is rumoured that he has asked to see Megrahi when he returns, and the timing is perfect - in 12 days' time Libya celebrates the 40th anniversary of the revolution that brought Muammar Gaddafi to power, he added. Our correspondent said Megrahi's release has been billed by the leader as the new dawn for Libya, and to many it will be viewed as a more palatable ending to one of the darkest chapters in the country's history. Appeal dropped Megrahi was convicted of murder in January 2001 at a trial held under Scottish law in the Netherlands. A first appeal against that verdict was rejected the following year. However, in 2007 the Scottish Criminal Cases Review Commission granted him a second appeal. It subsequently emerged he was suffering from terminal cancer but a bid to have him granted bail was refused. His second appeal got under way this year but shortly afterwards applications were made for both his transfer to a Libyan jail and release on compassionate grounds. முஸ்லீம் மாணவிகள் பர்தா அணிய மங்களூர் கல்லூரி தடை
மங்களூர்: 2003ம் ஆண்டு முஸ்லீ்ம் மாணவிகள் பள்ளிக்கூடங்களுக்கு பர்தா அணிந்து வருவதற்கு பிரான்ஸ் அரசு தடை விதித்தது. இப்போது அதே போன்ற ஒரு தடையை மங்களூரில் உள்ள கல்லூரி நிர்வாகம் அமல்படுத்தியுள்ளது.ஆனால் ஒரு குறிப்பிட்ட மாணவிக்கு மட்டுமே இந்த தடை உத்தரவு போடப்பட்டிருப்பதாக சர்ச்சை எழுந்துள்ளது.
மங்களூரில் ஸ்ரீ வெங்கட்ராமன் சுவாமி கல்லூரி என்ற கல்லூரி உள்ளது. இதை பந்த்வாலில் உள்ள எஸ்.வி.எஸ். வித்யவர்த்தகா சங்கம் நடத்தி வருகிறது. இது அரசு உதவி பெறும் கல்லூரி ஆகும். இங்கு முதலாமாண்டு பி.காம் படிப்பவர் ஆயிஷா ஆஸ்மின் (19). இவர் பர்தா அணிந்து முகத்தை மூடியபடி கல்லூரிக்கு வந்துள்ளார். இதையடுத்து இவரை அழைத்த கல்லூரி முதல்வர் டாக்டர் சீதாராம மய்யா, முகத்தை மூடியபடி வகுப்புகளுக்கு வரக் கூடாது என்று எச்சரித்துள்ளார்.
சமீப காலமாக இந்த கல்லூரியில், பர்தா மற்றும் முகத்தை மூடியபடி வருவதற்குத் தடை விதிக்கப்பட்டுள்ளதாக கூறப்படுகிறது.
இதுகுறித்து மாணவி ஆஸ்மின் கூறுகையில், இந்தத் தடையால் கடந்த பத்து நாட்களாக நான் வகுப்புகளுக்குப் போக முடியாத நிலை ஏற்பட்டுள்ளது. ஜூலை 11ம் தேதி கல்லூரியில் சேருவதற்காக நேரடித் தேர்வுக்கு வந்தபோது கூட நான் பர்தாவில்தான் வந்தேன். அப்போது யாரும் அதை ஆட்சேபிக்கவில்லை. இப்போது இப்படி தடை விதித்திருப்பது வியப்பாகவும், வேதனையாகவும் உள்ளது.
பர்தா அணிய தடை விதிக்கப்பட்டதால், நான் சுடிதார் அணிந்து, தலையைச் சுற்றிலும் ஸ்கார்ப்பை சுற்றிக் கொண்டு வந்தேன். ஆனால் அதற்கும் தடை விதித்து விட்டனர். எனது பெற்றோரையும் அழைத்து இதுகுறித்து எச்சரித்தனர் என்றார். இந்தத் தடையால் தற்போது வகுப்புகளுக்குப் போக முடியாத நிலையில் உள்ள ஆஸ்மின், திங்கள்கிழமை நடந்த இன்டர்னல் தேர்வையும் எழுத முடியாமல் போயுள்ளார்.
கல்லூரி நிர்வாகத்தின் போக்கு இப்படியென்றால் சக மாணவிகள் செய்த கிண்டலும் ஆஸ்மினை வேதனைப்படுத்தியுள்ளது. நீ தலையில் ஸ்கார்ப் கட்டி வருவதை நிறுத்தாவிட்டால் நாங்கள் காவி ஸ்கார்ப்பை கட்டி வருவோம் என்று அவர்கள் மிரட்டினார்களாம் என்றார் ஆஸ்மின்.
இந்தப் புகார் குறித்து முதல்வர் மய்யா கூறுகையில், கல்லூரி நிர்வாகத்தின் உத்தரவை ஏற்றுத்தான் இந்த நடவடிக்கையை அமல்படுத்தியுள்ளோம் என்கிறார்.
இதற்கிடையே, கல்லூரி மாணவ, மாணவியருக்கென உடைக் கட்டுப்பாடு எதையும் விதிக்கவில்லை என்று மங்களூர் பல்கலைக்கழகம் தெளிவுபடுத்தியுள்ளது.

இந் நிலையில தான் எழுதிய ''Jinnah-India, Partition, Independence'' என்ற ஜின்னாவின் பயோகிராபியை புத்தகத்தை நேற்று வெளியிட்டார் ஜஸ்வந்த் சிங். அதில், நாடு பிளவுபட ஜி்ன்னா காரணமல்ல, அன்றைய அரசியல் சூழல்களும் சில தலைவர்களின் செயல்பாடுகளும் தான் அவரை தனி நாடு கோர வைத்தன. அவர் மிகச் சிறந்த தலைவர் மட்டுமல்ல, தன்னமல்லாத ஒரு நபர். இதனால் தான் அவர் பால் நான் ஈர்க்கப்பட்டேன்.
அதிகாரத்தை ஓரிடத்தில் குவிக்காமல் அதை பரவலாகக வேண்டும் என்றுதான் ஜின்னா சொன்னார். அதை அப்போதைய தலைவர்கள் ஏற்கவில்லை. இதனால் அப்படிப்பட்ட ஆட்சியில் தனது சமூக மக்களுக்கு நியாயம் கிடைக்காது என்று கருதித் தான் தனி நாடு கோரிக்கையை அவர் முன் வைத்தார் என்று கூறியுள்ளார் ஜஸ்வந்த் சிங்.
மேலும் இது குறித்து சிஎன்என்-ஐபிஎன் தொலைக்காட்சியில் கரன் தாப்பரின் 'டெவில்ஸ் அட்வகேட்' நேருக்கு நேர் நிகழ்ச்சியில் பேட்டியளித்துள்ள ஜஸ்வந்த் சிங் கூறுகையில்,"இப்போது கூட முஸ்லீம்களை நாம் சரியாக நடத்துகிறோமா என்றால்.. இல்லை. அவர்களை வெளிகிரகவாசிகள் போல நடத்துகிறோம். அப்படி நடத்தியதால் தான் பாகிஸ்தான் என்ற தனி நாடு உருவானது. இப்போதும் அவர்களை அப்படி நடத்தி நாட்டை பிளவுபடுத்த வேண்டுமா?. இந்தியாவில் அனைவரும் சட்டத்துக்கு உட்பட்டு சம உரிமையோடு வாழ அனுமதி வேண்டும். அதைச் செய்யாத வரை பிரச்சனைகள் தீராது. முஸ்லீம்கள் குறித்த பாஜகவின் நிலை சரியல்ல" என்று கூறியுள்ளார் ஜஸ்வந்த் சிங்.
பாஜக ஆட்சியில் வெளியுறவு அமைச்சராக, பாதுகாப்பு அமைச்சராக இருந்த ஜஸ்வந்த் முன்னாள் ராணுவ அதிகாரியாவார்.
இந் நிலையில் இன்று பாஜக மூத்தத் தலைவர்களின் ஆலோசனைக் கூட்டம் இன்று சிம்லாவில் தொடங்கியது. 3 நாட்கள் நடக்கும் இக் கூட்டத்தின் துவக்க நாளான இன்று ஜஸ்வந்த் சிங் பங்கேற்கவில்லை.அவரை கூட்டத்துக்கு வர வேண்டாம் என்று அத்வானியின் சார்பாக ராஜ்நாத் சிங் கூறிவிட்டதால் அவர் வரவில்லை.
அத்வானி, ராஜ்நாத் சிங், சுஷ்மா சுவராஜ், அருண் ஜேட்லி, நரேந்திர மோடி, எதியூரப்பா உள்ளிட்ட 25 பேர் மட்டும் பங்கேற்கும் இக் கூட்டத்திற்கு சில முக்கியத் தலைவர்கள் அழைக்கப்படவில்லை.இக் கூட்டத்தை யஷ்வந்த் சின்ஹா, அருண் ஷோரி உள்ளிட்டோர் புறக்கணித்துவிட்டனர். இந் நிலையில் இக் கூட்டத்தில் ஜஸ்வந்த் சிங்கை நீக்குவது என்று முடிவெடுக்கப்பட்டது.

Deadly pre-poll attack hits Kabul
The suspected car bomb attack took place on a busy road A suicide car bomber has killed 10 people in an attack on a convoy of Western troops in the Afghan capital. More than 50 people were wounded in the explosion, which came despite heightened security ahead of Thursday's presidential election. A Nato soldier and nine Afghans, including two UN staff, died in the explosion, the Nato-led force said. Militants have threatened to disrupt the vote in which Hamid Karzai is tipped to be re-elected president. However, correspondents say he is facing a strong challenge from ex-Foreign Minister Abdullah Abdullah. Several dozen candidates are in the race.In other violence on Tuesday: • A rocket was fired into the presidential compound in the capital, Kabul; no-one was reported injured • Two US soldiers died in a roadside bomb in the east of the country • Two civilians and three Afghan soldiers died when a suicide bomber on foot blew himself up in southern Uruzgan province, police said • In the usually peaceful north, an election candidate was shot dead in Jowzjan province, and three poll workers were killed in Badakhshan when their car hit a bomb In a statement, President Karzai said such attacks would not deter Afghans, who would vote "despite the efforts of the enemies and will show their opposition to their barbaric acts", reports Reuters news agency. Body parts The Taliban claimed responsibility for the Kabul suicide blast, which targeted a convoy of foreign troops near a bustling market on the busy Jalalabad road.
Nato's International Security Assistance Force (Isaf) said in a statement: "Updated reports indicate those killed were one Isaf service member, seven Afghan civilians and two Afghan civilian employees of the United Nations Assistance Mission in Afghanistan." An Associated Press reporter at the scene saw British soldiers, who were securing the site, collecting what appeared to be body parts from the roof of an Afghan home. "I was inside my shop and then it collapsed on me, so I walked away. There were a lot of dead bodies," shopkeeper Jawed Ahmad said. UN special representative Kai Eide said he was "greatly saddened" to learn that two Afghan UN staff members had died in the blast. The latest violence comes as a BBC investigation found evidence of electoral fraud and corruption ahead of the presidential election. Thousands of voting cards have been up for sale and thousands of dollars have been offered in bribes to buy votes, found the BBC's Ian Pannell. The Afghan Independent Election Commission, which is overseeing the ballot, has been accused of not doing enough to prevent abuses. But a senior commission official, Daud-Ali Najafi, denied to the BBC that voting cards were being sold, saying the cards could only be used be their rightful owners. Thursday's vote will be Afghanistan's second presidential election since the US-led invasion in 2001 toppled the Taliban regime. | ||
